A 16 team single elimination bracket has 4 rounds: the Round of 16, quarterfinals, semifinals, and the final. That's 15 total matches, and the champion plays 4 games to win the whole thing.

With 12 teams on a 16-team bracket, the top 4 seeds get a bye straight into the Round of 16, while seeds 5-12 play four first-round matches to fill the remaining slots. That works out to 11 total matches instead of 15.
